Meridian Retaining Walls covers retaining walls in an irrigation easement, on Meridian and Nampa lots that back onto a canal, lateral or ditch. Timing matters here. The Nampa & Meridian Irrigation District allows work that affects water flow only from October 15 to March 15, unless its water superintendent says otherwise, with plans due by January 15.

On a lot like that, the district gets a say in your wall, not just the city. Nampa & Meridian requires a license agreement for any encroachment by structures or landscaping, and other districts should be asked before anything goes in near their easements. That means a second approval, from a different office, on top of the city permit. When you call, tell us which district it is and where the easement runs. Not sure where it runs? Settlers Irrigation District tells homeowners the easement locations are in their closing documents.

Retaining walls on canal-side and ditch-bank lots in Meridian and Nampa

  • Wooden rail fence standing on a low stone retaining wall beside a lawn

Retaining wall along a canal or lateral at the back of the lot

For a yard that ends at district water. The Nampa & Meridian district requires a license agreement and a $1,200 application fee for any encroachment by structures or landscaping, so sort out the district and the month of the work early.

  • Tall segmental block retaining wall stepping back course by course beside a path

Wall or leveled yard beside a creek or drain

For a lot on one of the waterways Meridian protects. The city’s code requires written approval from the irrigation or drainage entity for any encroachment on a ditch, and the Meridian retaining wall permits page covers the city’s side.

  • Drain rock along a wall with a downspout running into a buried drain pipe

Wet ground behind a wall near a canal

For a wall that seeps in irrigation season and needs retaining wall drainage looked at with it. Where ground is lowered near the toe of a canal built on fill, the Nampa & Meridian district requires seepage test holes.

Ready to plan your retaining wall near a canal?

A short call with the wall size and a couple of photos is the best start.

What do irrigation district fees add to retaining wall cost?

You pay the district an application fee. It pays for the review, not for any part of the wall.

District What it asks for Fee Source
Nampa & Meridian Irrigation District A license agreement for any encroachment by structures or landscaping $1,200 application fee District packet dated May 19, 2026.
Settlers Irrigation District A land use change review $750 District contractor page, October 2026.
Pioneer Irrigation District, Caldwell An encroachment application $4,250, in engineering, legal and administrative parts District construction page, October 2026.

Source: Nampa & Meridian Irrigation District, May 2026; Settlers and Pioneer irrigation districts, October 2026.

Pioneer’s $4,250 is more than five times what Settlers charges.

Now compare that with the wall itself. Typical national prices put interlocking block at $15 to $35 per square foot of wall face, as of October 2026. A typical project runs $3,500 to $9,400, so Pioneer’s fee alone tops the low end. Permits typically run $40 to $450.

Those wall figures are general ranges that change over time, not a quote or an estimate for your wall. Beside a canal, the price moves with the wall’s length and height, the district’s fee, drainage and any seepage test holes the district calls for. The retaining wall cost page lists the other add-ons. Give us a call, and we’ll help you find a contractor who knows canal-side lots to price yours.

Before anything gets drawn, call the district with your address and ask how its policy applies to a backyard wall on your lot.

How long does irrigation district approval take for a retaining wall?

Nampa & Meridian’s land use change packet puts standard review at roughly six weeks from the date of submittal. Settlers asks for at least two months. For Pioneer, ask the district.

Then the deadlines stack up on top of the review. Nampa & Meridian wants plans by January 15. Settlers wants approvals in place before October 15, and with two months of review ahead of that date, you’re asking in summer.

When is the canal work window open for a retaining wall?

Mid-October to mid-March, unless the district’s water superintendent sets other dates. On the standard dates that’s five months open, seven closed.

Month Flow-affecting work at Nampa & Meridian District dates
October Opens on the 15th Settlers wants approvals in place before October 15.
November and December Open
January Open Plans due at Nampa & Meridian by the 15th.
February Open
March Closes on the 15th Settlers wants ditch work finished by March 15.
April Closed Nampa & Meridian said 2026 Ridenbaugh Canal flows could start as early as April 1 and not later than April 8.
May to September Closed

If your approval comes through after the window closes, flow-affecting work can sit and wait until it reopens.

The window is written for work that affects water flow. Does a wall set back from the bank count? That’s the district’s call. Ask, and get the answer in writing.

Have a question before you decide?

Call and talk it through. Asking costs nothing.

Can you build a retaining wall in an irrigation easement?

Not without the district’s say. At Nampa & Meridian, any encroachment by structures or landscaping needs a license agreement. With Settlers, Pioneer or another district, ask before anything is built in or near the easement.

How wide is the easement? Don’t guess from the back fence. Ask the district where its easement runs on your lot, and check your closing documents too.

Settlers is blunt with homeowners: sheds, pavement, fences or trees in an irrigation easement are removed at the homeowner’s expense.

Inside Meridian, the city wants a say too. Its code lists Five Mile, Eight Mile, Nine Mile and Ten Mile creeks, South Slough and the Jackson and Evan Drains as protected waterways, and requires written approval from the irrigation or drainage entity for any encroachment on a ditch. In unincorporated Canyon County, the building checklist revised January 12, 2026 says the county may ask for written confirmation from the irrigation district.

Neither one replaces the building permit. Meridian’s handout exempts a retaining wall not over 4 feet from the bottom of the footing to the top of the wall, unless it supports a surcharge. A canal-side wall over 4 feet will need the city’s Residential Miscellaneous permit as well, which the Meridian retaining wall permit page walks through.

What you can’t do at a canal bank

  • No cut into the canal’s supporting slope Nampa & Meridian forbids it inside the easement or outside it.
  • No wall or planting on a Nampa & Meridian easement without a license agreement The district requires one for any encroachment by structures or landscaping.
  • No relying on Dig Line alone Nampa & Meridian is not a member of Dig Line and wants 72 hours’ notice for locates. Idaho’s dig law separately requires notice to the one-number service at least 2 and not more than 10 business days before excavation.

What an irrigation district application for a retaining wall should include

Each district’s own form has the final word on what goes in. Have these ready.

  • The district and the easement Which district runs the water, and where its easement crosses the lot. Settlers points homeowners to their closing documents for that.
  • The license agreement and its fee Nampa & Meridian requires a license agreement for any encroachment by structures or landscaping; its application fee is in the table above.
  • The current application form Nampa & Meridian has required a new crossing and encroachment application since January 1, 2026. Its office is at 1503 First St. South in Nampa, and the city’s own wall and fence rules are on the Nampa retaining walls page.
  • Plans of the wall Due at Nampa & Meridian by January 15.
  • Any lowering of the ground Say where you’ll dig and how deep. Lowering the ground near the toe of a canal built on fill, meaning the foot of its bank, is what brings in the seepage test holes.
  • A locate request to the district itself Nampa & Meridian wants 72 hours’ notice, on top of the one-number request.

Retaining wall in an easement: questions

Can you build a retaining wall in an easement?

Ask the district that holds the easement first. At Nampa & Meridian the answer runs through a license agreement, which the district requires for any encroachment by structures or landscaping.

Can a retaining wall be on the property line?

Start with the easements that run along it. On a typical Meridian lot the city’s handout puts them at 10 feet at the rear, 5 feet on interior sides and 15 feet on a street side, and it warns that a structure in one may have to be moved at the owner’s expense. Those are the lot’s own easements, not the irrigation district’s. The retaining wall permits page covers the height rule.

Who owns the ditch bank?

Look at your title papers for that. Settlers tells homeowners the easement locations are in their closing documents, and the district that runs the ditch can tell you where its easement sits.

Can the irrigation district remove my wall?

Settlers tells homeowners that sheds, pavement, fences or trees in an irrigation easement are removed at the homeowner’s expense. Inside Meridian, the city’s handout warns that a structure in an easement may have to be moved at the owner’s expense. Ask your own district before you build.

How do you build a retaining wall in a ditch?

Paperwork first. Approval from the district that runs the ditch, a license agreement at Nampa & Meridian, then a slot in its calendar: at Nampa & Meridian, work that affects water flow has to fall inside the window in the table above. The method belongs in the plans the district reviews.
