Commercial retaining wall services in Meridian

Subdivision grading and lot-line retaining walls
For developers and builders working from a stamped grading plan. Meridian’s design standards require that plan stamped by an Idaho professional engineer or landscape architect, with retaining walls shown on it and a soils report attached.

HOA common-lot and street-buffer walls
For HOA boards and property managers with a wall on ground the association keeps up. Where a street buffer is reduced, Meridian lists decorative landscape retaining walls no greater than 3 feet as a design feature.

Retaining walls on retail, office and parking sites
For owners and site contractors with parking or a drive lane above the wall. Here’s the catch: a surcharge, meaning a load on the ground above the wall, ends the commercial code’s 4 foot retaining wall permit exemption. One Virginia county’s checklist counts parking areas, roadways and building foundations as surcharge. An Idaho office may define it differently, so ask the one reviewing your site.

Public works retaining walls
For walls paid for with public money. Idaho’s public works license comes into play once the estimated cost of the entire project is $50,000 or more.

Engineered commercial walls over 4 feet
For any wall past the commercial code’s exemption, planned from stamped drawings. The code’s minimum safety factor is 1.5 against sliding and overturning, or 1.1 with earthquake loads. The engineered retaining walls page covers the design side.

Commercial walls beside creeks, drains or ditches
For sites on a protected waterway, where the irrigation or drainage entity has a say. Meridian’s code requires that entity’s written approval for any encroachment on a ditch, which is the subject of retaining walls near canals.
Let's talk about your commercial retaining wall
Call with the length and height and what sits above the wall.
How long does a commercial retaining wall take to approve?
Nothing gets dug until the wall is approved, and more than one office may need to sign off.
| Review | Who runs it | Time published |
|---|---|---|
| Commercial building permit | City of Meridian | 40 to 60 business days on average, submittal to approval. |
| Design Review, commercial walls at any height | City of Eagle | About 3 to 4 weeks where decided at staff level, including a 10-day appeal period; ask whether yours goes to the board. |
| Land use change review, for a wall in or near a canal easement | Nampa & Meridian Irrigation District | Roughly six weeks standard review from submittal, by its own packet. |
Meridian’s figure includes contractual plan review and the applicant’s own turnaround. The city last published it in January 2021, so check the number with the city before you build a schedule around it.
Stormwater is a separate filing. Idaho’s construction general permit covers sites that disturb one acre or more, and smaller sites that are part of a larger common plan reaching one acre.
Construction time is the other half of the schedule. Ask for it in writing alongside the price.
What does a commercial retaining wall cost?
A commercial wall gets priced from the plans: the face area of each wall and what sits above it. You can check two lines of any bid against typical figures.
| Bid line | Typical figure |
|---|---|
| Structural engineer time | $100 to $200 an hour. |
| Irrigation district encroachment application | $1,200 at the Nampa & Meridian Irrigation District. |
Engineer time is a typical US range from national cost guides, January 2025, and rates move. The district fee is from the Nampa & Meridian Irrigation District, May 2026.
Those are typical figures for two bid lines, not a quote or an estimate for your site. What a commercial wall costs moves with its height and length, the parking or building above it, engineering and permits, and how a machine reaches the wall line. Call us with the plans, and we can help you find a contractor to bid them.
Price ranges by wall type, written for home lots, are on the retaining wall cost page.
Here’s what it takes to put a price on a commercial wall.
- Plans The grading plan or site plan, with each wall marked.
- Heights and lengths One line per wall. Height decides the permit and the design.
- What sits above Parking, a drive lane, a building, a slope.
- Schedule and owner The date you need the wall by, and whether the owner is private or public.

Who stamps a commercial retaining wall design?
More than one person. The block industry association splits the job three ways.
- The owner Permits, and hiring each engineer. On a subdivision or common-lot wall that’s the developer or the HOA.
- The geotechnical engineer Global stability: whether the whole slope holds, wall included.
- The wall design engineer The geogrid layout and the drainage.
Idaho’s engineering board is blunter. Its guidance dated January 23, 2026 says plans the code requires from a design professional must be prepared by an Idaho licensee, and that who owns the property is immaterial.
Public works retaining walls and the Idaho license
Public money changes who may bid. The state licensing agency says any contractor or subcontractor building or repairing a project that involves public funding needs a public works license. Its FAQ counts work for any political subdivision of the state that is authorized to let or award public works contracts.
The trigger is size. A license is required when the estimated cost of the entire project is $50,000 or more, the agency says.
Good to know License thresholds change. Confirm the $50,000 figure with the awarding agency before a bid depends on it.
What a commercial retaining wall bid should include
A 2013 database of 171 failed geosynthetic-reinforced walls put 98% of the failures down to design or construction, and 96% of those walls were privately financed. So read a commercial bid closely, and look for these.
- Registration and insurance The Idaho contractor registration number and proof of at least $300,000 of general liability insurance. Idaho requires both on any job over $2,000 in labor and materials.
- Safety factors At least 1.5 against sliding and overturning, or 1.1 with earthquake loads included.
- Calculations for this wall One block system’s evaluation report, reissued February 2026, requires structural calculations submitted to the code official for each installation.
- Compaction and equipment For geogrid walls, block manufacturer guidance calls for backfill compacted to 95% Standard Proctor in lifts of 8 inches or less, with heavy equipment kept at least 3 feet from the back of the wall.
- Grid length and outlets The industry association’s design note sets geogrid at not less than 0.6 of the wall height with a 4 foot minimum, and drain outlets no more than 50 feet apart.
Trench, base rock and courses are on the retaining wall installation page.
Commercial retaining wall questions
Do you install commercial retaining walls?
No. Meridian Retaining Walls does not install walls itself. Independent contractors do the work, and we can help you find one for a commercial wall in Meridian or the Treasure Valley. Call us or use the form on this page. Tell us whether the owner is private or public, because the public works license turns on that.
What kind of contractor builds commercial retaining walls?
Under Idaho’s rules, a registered one. An unregistered contractor can’t pull a permit. Public work adds the state public works license. The Idaho contractors’ trade association lists nine member firms under its retaining walls category, including firms in Boise, Middleton, Emmett and New Plymouth. None is based in Meridian.
When does a commercial retaining wall need a permit?
Over 4 feet, measured from the bottom of the footing. Below that the commercial code exempts the wall, unless it supports a surcharge or impounds Class I, II or IIIA liquids.
What does a commercial retaining wall cost?
It’s priced from the plans. The wall heights and lengths and what sits above each wall set the figure, which comes from a contractor’s bid on the drawings.
Who is responsible for HOA common-lot retaining walls?
In a street buffer, the association keeps up the ground the wall stands on. Meridian requires residential subdivision street buffers to sit on a common lot the HOA maintains. By the block industry association’s split, permits and hiring each engineer fall to the owner.
